AUG 2 5 1987 'BOOK Nit <br />S <br />communicating with a property owner to the west of the°Highlands <br />who owns a large pasture, and it took about 1-1/2 years to get <br />her to agree to sell the County a right-of-way to the south of <br />17th St. S.W. canal. We have an appraisal on her property of <br />$38,000, but she has agreed to sell the right-of-way for $45,000. <br />There is also an interest by County staff and the Transportation <br />Planning Committee to extend 20th Avenue into the Highlands as a <br />north/south collector road, as shown on our Thoroughfare Plan. <br />Director Davis pointed out that another possible connector <br />to the Highlands is 6th Avenue, S.W., but staff and the TPC are <br />not recommending that connection at this time due to the lack of <br />right-of-way north of 17th Street, S.W., which is undeveloped <br />pasture land. There is a dirt road along the Lateral J. Canal in <br />that area. Actually, since we had donation of all the r/w on <br />20th Avenue, staff took the path of least resistance in <br />right-of-way acquisition. Due to the increased activity in the <br />area with two new schools, the fire station, and the south <br />regional part, staff feels that we need both the 20th Avenue <br />extension and the 17th Street connection to 27th Avenue. <br />Chairman Scurlock asked how the extension of 20th Avenue <br />would be paid for if it is approved, and Director Davis advised <br />that we currently have $150,000 in impact fees. One of the <br />reasons the project has been lingering is that we did not have a <br />_ revenue source to pay for it. <br />Chairman Scurlock asked if the $150,000 was enough to pay <br />for the right-of-way acquisition and construction for both 17th <br />_ Street and 20th Avenue. <br />Director Davis felt that $150,000 would not be enough, and <br />that we would have to phase it in as the impact fees came in. He <br />hoped we could begin work on both of the accesses and that monies <br />would be available by the time we are ready to begin actual <br />construction. He noted that District 6 is generating substantial <br />transportation impact fees. <br />29 <br />
