r <br />Mr. Munksgaard noted that recent legislation included in the <br />Swimct will have an impact on discharging effluent into the <br />India, River lagoon. He stressed that none of the County's <br />plantIs will be discharging into the river. <br />Chairman Scurlock expressed an interest in how much it would <br />cost the City to stop dumping discharge into the river, because <br />at some point in time, he felt the County may want to consider <br />cooperating in the building of a new facility with a more <br />appropriate process. <br />Tim Hawkulie, representing the engineering firm of Die, <br />Nettl''s anrecourt with respect to their client, Bent Pines <br />Utilities, questioned whether CDM had taken the Master Plan <br />through the County's Technical Review Committee, and Mr. <br />Munksgaard said that this report is merely a draft of the <br />document. Based on the results and input of today's discussion <br />with the public and the County Commission, CDM will take it to <br />the County staff and Technical Review Committee before preparing <br />a final document. <br />Mr. Hawkulie asked if the Master Plan provides for franchise <br />area (',expansions of existing private utilities and new private <br />utilllties. Were they included in any of the alternatives? <br />Mr. Munksgaard explained that the individual issue of <br />whether or not there would be pockets of franchised water and <br />sewer systems within the sub -regional systems was not addressed <br />on an individual, line by line basis. The Master Plan only <br />projects, on sound engineering principles, what infrastructure <br />systems should be built if the entire regional or sub -regional - <br />systems were to be constructed. Of course, if the individual <br />franchised areas were to continue to remain in service, those <br />numbers would drop. <br />r. Hawkulie questioned if the Master Plan was technically <br />complete when it was advertised for the Public Hearing. He <br />explained that they had obtained a copy, but some numbers seem to <br />be missing. <br />44 <br />
