Alternative 4 1 <br />Comemuiicate with Ed Ansin, owner of the 76.93 acres at the riortheast <br />4 a-` corner of. 20th ° Avenue and Oslo Road, regarding the sale. of the �11 `26Y <br />°' <br />r'� property at the 'appraised value. Once a tentative ccntract`'for sale 41 <br />is negotiated, staff would present. the contract to the Board for _ <br />approval. Funding would be recommended at that time., probably from <br />the. sale of the North Tracking Station Property, 5th Street SW <br />property, or other funding as reconanended by staff. Approximately <br />$154,000 is currently available in the Park Land Trust Fund for <br />purchase of park property. <br />It is possible that Mr. Ansin would agree to a sale contract whereby <br />the county could purchase the property in two phases. The County <br />Attorney's Office has indicated that this would be possible. The <br />County would have a difficult time funding full development of the <br />76.93 acre site unless it were developed in stages. <br />Alternative # 2 <br />Delay canmmication with Mr. Ansin until. the appraisal of the North <br />Tracking Station Property is complete.(approx. 2 weeks). This is not <br />recommended since it is not certain that this property would be sold <br />to purchase the Oslo Road/20th Avenue site. <br />AND FUNDING <br />It is recommended that Alternative 1 be approved and that the County staff <br />begin negotiations with Mr. Ansin on a contract to purchase the 76.93 acre <br />tract at Oslo road and 20th Avenue. No funding recommendation is applic- <br />able at this time. <br />l <br />(Public Works Director Jim,,Davis advised that since the <br />appraisals are completed on the property proposed for the <br />County's South Regional Park,and since there is some uncertainty <br />as to the desire of selling the North Tracking Station property, <br />staff feels we should not wait for the appraisal on that property <br />before beginning to communicate with Mr. Ansin to determine his <br />willingness to sell. If he is willing to sell, staff recommends <br />that 'we begin negotiating a contract and bring it back to the <br />Board for approval and funding recommendations. <br />(Chairman Scurlock noted that a possible funding source may <br />be the franchise revenues received from the City of Vero Beach. <br />Those revenues were anticipated <br />month they came in at $70,000. <br />AUG 25 ` <br />to be $50,000 a month, but this <br />48 <br />BOOK 69 FAGE1771. <br />
