�_J <br />-- Minimum Sleeping Areas. A minimum of eighty (80) square <br />feet shall be provided in each sleeping space for single <br />occupancy. A minimum of sixty (60) square feet of <br />sleeping space shall be provided for each bed in a <br />sleeping space for multiple occupancy. <br />-- Bathroom Facilities. A full bathroom with toilet, sink <br />and tub or shower shall be provided for each five (5) <br />residents. An additional toilet and sink shall be <br />provided for each additional group of four (4) persons <br />or less. <br />7. !To avoid an undue concentration of group care facilities in <br />one area, all such facilities shall be located at least 1,200 <br />feet apart, measured from property line to property line. <br />8. If located in a single family area, the home shall have the <br />appearance of a single family home. Structural alterations <br />'shall be of such a nature as to preserve the residential <br />character of the building. <br />••9. The facility shall satisfy all applicable off-street parking <br />requirements of Section 24. The facility shall meet or <br />exceed all open space requirements for the respective zoning <br />district. <br />10. The maximum capacity of such facilities shall not exceed the <br />pplicable number permitted by the Department of Health and <br />ehabilitative Services. <br />ANAL) S OF APPEAL: <br />Mr. Metcalf, who has appealed the Planning & Zoning Commission's <br />approval, has delineated several reasons for the appeal. In <br />essen6e, his reasons are as follows: <br />1. The property is zoned for single family residential use and <br />the proposed use does not conform to this district. <br />Staff's Response: A level I group home is a single-family use and <br />does conform to the district requirements. As an administrative <br />permit use, a group home must be approved by the Planning and <br />Zoning Commission before this use may be located in any residen- <br />tial district. The existing house will maintain its residential <br />appearance. <br />2. Many surrounding residents are opposed to the group home. <br />Staff's Response: This particular administrative permit use is <br />handled as a special exception use for advertising and notifi- <br />cation purposes. This gives the neighbors adequate notification <br />to participate in the public planning process and let their views <br />be aied. These views were heard by the Planning & Zoning Commis- <br />sion :nd were taken into account in its decision. <br />3. The house is not built to accommodate the number of adults <br />proposed for the group home. <br />Staffs Response: This site plan has demonstrated that it meets <br />all County and H.R.S. criteria applicable to a Level I group home <br />for 1lnterior space and adequate facilities for the number of <br />adult proposed to be housed there. <br />4. The house will utilize a septic system. <br />Staff's Response: All homes in the neighborhood presently utilize <br />septic systems.
