Mr. Koolage felt it is a shame that <br />those things happen, and urged the Board to carefully consider <br />their long-range plans so that other situations do not come back <br />i <br />to haunt us. <br />Commissioner Bowman believed that hindsight is wonderful. <br />Paul Kohler, 2815 28th Avenue, owner or trustee for 48 of <br />the 154 lots in Bent Pine, was very pleased that the County is <br />going to take over the utility because he believed residents <br />would receive better water quality and service with the County. <br />He pointed out that Florida Land and Bent Pines Utilities are one <br />and the same even though they have different corporations. Mr. <br />Kohler believed that the $1500 that the land owners paid when <br />they connected to water and sewer has been recouped by Bent Pines <br />in the sale of their land to individual owners. He realized that <br />legally they probably can show on their books that never <br />happened, but in truism, it happened. Thus, the people in Bent <br />Pines are going to be paying double for those lines. However, he <br />felt that the individual lot owners would be better off in the <br />hands of the County than with Bent Pines, and that probably the <br />$1500 is well spent by the owners. According to his <br />calculations, he believed that would amount to $187,000. if the <br />utility company is, in fact, worth $1 -million, and the County is <br />only going to pay $381,000, it would be his recommendation for <br />the County to seriously consider assuming the obligation of the <br />$187,000 in the total system rather than making the residents of <br />Bent Pines pay another $1500 for making that connection. At <br />present, when somebody builds a home there, they have to pay <br />$3200 for the County connection fee plus the $1500 which Bent <br />Pines will eventually reimburse. He felt that is quite a <br />substantial amount for water and sewer, and urged the Board to <br />consider that in their negotiations. Lastly, Mr. Kohler advised <br />that he received a letter from Bent Pines Utility this past <br />January stating that retroactive and contrary to what their <br />52 <br />
