SEP 91987 <br />BOOK 69 PAGE 319 <br />Chairman Scurlock wondered since we did not anticipate this <br />money coming in, whether there would be any ability of using it <br />to reduce the proposed budget for next year. <br />N <br />OMB Director Joe Baird stated that would not be possible <br />.10 <br />because of the unanticipated increase involved in the purchase of <br />the Howell -Chapman property which cost us approximately $350,000 <br />more than we expected. <br />Chairman Scurlock asked where we would have found the money <br />for the Howell -Chapman property if we did not receive this excess <br />from the Sheriff's Dept., and OMB Director Joe Baird stated that <br />we would have had to put a freeze on everything. <br />Chairman Scurlock felt we still should put a freeze on <br />everything, and Director Baird stated that is still the case. <br />What they had planned to do is book accounts and put accounts <br />payable into the following year to make up the $350,000. <br />However, with the Sheriff's excess monies, it will not be <br />necessary to do the book entry situation. <br />Chairman Scurlock still wanted to use this money to reduce <br />the budget, and Director Baird recalled that at the preliminary <br />budget hearing, the Board requested the County Administrator to <br />decrease the budget by $200,000, and that decrease is reflected <br />in the notice that appeared in the local newspapers for tomorrow <br />night's final budget meeting. Director Baird stressed that when <br />he considers the cash forward account, he phones each constitu- <br />tional officer and asks them what they intend to turn back at the <br />end of the fiscal year, and the Sheriff had indicated he would be <br />returning $250,000. That was the figure considered rather than <br />the $425,000. <br />Commissioner Eggert did not want to play games with the <br />budget and let the people think feel they are getting a decrease <br />in the budget when they really are not. <br />Chairman Scurlock stressed that all year long the Board <br />hears more and more requests for increased law enforcement, but <br />when the bills come due, some people object to the cost.
