i <br />Jail': $967,938 <br />(The majority of this is related to the <br />operation of an expanded jail facility, and <br />the county is under court order to build not <br />only the existing facility, but another mini - <br />11 security facility, plus next year Phase Ill. <br />Their were something like 22 additional correction <br />officers mandated by the D.O.C., which sets all <br />anning and equipment levels.) <br />Cash IFo rwa rd <br />(The Chairman advised that he did not have this <br />figure on his sheet, or Contingencies, but at the <br />last meeting we did reduce the Hurricane Reserve <br />and, in fact, actually zeroed that out, and we <br />;have Contingencies of $280,000 at the last count.) <br />Chairman Scurlock noted that this basically covers the <br />General Fund. He believed that it can be seen that much of the <br />increase is related to requirements that we are forced to deal <br />with, and primarily one of those is the huge drug and law <br />enforcement problem this community, as well as others, are having <br />to face. <br />The Chairman went on to explain that the General Fund is all <br />those items that all county residents receive as services, and <br />all county residents pay those taxes. In addition, we have a <br />Municipal Services Taxing Unit and those are activities conducted <br />solely to the benefit of the residents of the unincorporated area <br />of the county and that has a separate millage. There are also <br />various Drainage Districts, the Mosquito District, etc., over <br />which we have no control, and all these elements come into play <br />in the final tax bill. The Enterprise Funds are funds that we <br />have set up where no tax dollars are spent - i.e., water and <br />sewed', - solid waste - building operations department. Their <br />revenue is generated through rate structure and impact fees, and <br />mostlactually contribute into the General Fund. <br />t this point the Chairman opened the public hearing on the <br />General Fund and asked if anyone present wished to be heard. <br />bert Walsh, 4405 Sunset Drive, noted that public officials <br />havelbeen quoted as saying that growth is what is causing the <br />tremendous increase in expenses and as a result raising taxes. <br />SEp <br />87 sooK 69 {PAGE 331 <br />10 1 <br />
