Attorney Collins <br />has assured us that imminently FmHA will approve Phase 11 and pay <br />off that debt, and it will all be over. In the meantime, <br />Attorney Vitunac recommended we sign some agreement with the <br />state where we will act as a surety for the money. <br />Commissioner Eggert noted that this was done under pressure <br />from the state auditors. She felt there is no sense getting us <br />on a bad list for something that probably won't touch us in the <br />long run. The Housing Authority is very close now - the last <br />three lots are in process; they have 100 rental units filled; and <br />a waiting list for the 50 units they want to build. <br />Attorney Vitunac advised that they then went to the Division <br />of Libraries and met with the two top librarians of the state, <br />who confirmed that a $200,000 grant is in their state budget in <br />1988 for the Sebastian Library and the main Library, and <br />Commissioner Eggert clarified that there is $200,000 in the 87-88 <br />year budget and then $200,000 in the 88-89 year. <br />Attorney Vitunac continued that they next went over to HRS <br />to meet with the EMS people about the variance for the paramedics <br />and also talked about our new County ordinance on EMS. They were <br />given some very helpful information about what the state would <br />like to see in our ordinance and what we could take out of it. <br />Commissioner Eggert reported that there is a proposed rule <br />change they are almost positive will go through, which says that <br />unless there is an ordinance in place in the county, the ambu- <br />lance squads, paramedics, etc., do not have to get a certificate <br />of need from the county. She, therefore, felt it is doubly <br />important for us to have the ordinance in place in the way the <br />state suggested so that it doesn't overlap their authority. <br />Attorney Vitunac noted that the next day they met at break- <br />fast with the Primary Care specialist from the state level. This <br />was mainly informational, and they were assured it is an on-going <br />program; it has a high priority at a state level and will not <br />40 <br />
