a <br />r r r <br />Commissioner Wheeler did not see how they enforce it without <br />a rule, and Commissioner Bird did not see any problem with <br />getting proposals from other companies with the idea we are going <br />to take a hard line with the D.O.C. on paying for this out of our - - <br />pockets. <br />Vice Chairman Bowman believed the state should spell out an <br />exact standard of decibels. <br />Administrator Balczun.stated that he would have to question <br />a low level inspector costing the taxpayers hundreds of thousands <br />of dollars based on a rule that doesn't exist. He did not think <br />we should proceed to award the contract to solve this until we <br />know exactly what the rules are. <br />Commissioner Eggert suggested a Motion to find out exactly <br />what the D.O.C. wants and to pursue proposals with the idea that <br />we will continue to go after the D.O.C. for funding. <br />The Administrator noted that he went over all the dollars <br />that are contemplated being spent on the jail. At the recent <br />budget hearings, a lot of taxpayers were upset about the amount <br />of our reserves, and here in the first half of the first month of <br />the fiscal year, this situation, which is totally beyond our <br />control, could blow away 300 or more of our entire reserves. <br />OMB Baird confirmed it could amount to over 500 of our <br />contingencies. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bird, to contact the D.O.C. to find <br />exactly what their rule is; take this to our Legis- <br />lative Delegation; and also go out for proposals to <br />solve the acoustical problems. <br />The Administrator suggested, because of the possibly far <br />reaching legal implications, that the Attorney be the one to <br />contact the D.O.C., and the Board agreed. <br />49 n <br />OCT . - BOOK 69 PAGE 627 <br />
