Administrator Balczun commented that staff is durrently <br />working on a potential problem for a lady that appeared on the <br />face of it to be very simple, but has turned out to be very <br />complex, and it is not the kind of thing you would just want to - - <br />pop onto an agenda. <br />Commissioner Wheeler did not believe that just because <br />someone wants to be on the agenda without stating a reason, they <br />should necessarily be allowed to go on the agenda. <br />The Chairman stated that under this policy, if they come in <br />and state in writing that they want to be on the agenda, that <br />will be the notice, and they can be on the agenda in ten days. <br />Commissioner Eggert felt strongly that anyone should be <br />allowed to speak to the County Commission, and Commissioner Bird <br />confirmed that this always has been the practice since he has <br />been on the Commission, but he felt some day the County is bound <br />to out grow this practice. <br />Commissioner Wheeler emphasized he certainly is not in favor <br />of providing anyone a public platform without knowing their <br />reason. <br />Commissioner Bird noted that this policy has never been <br />abused in the years he has been on the Board, but undoubtedly <br />some day it will be. <br />Administrator Balczun wished it made clear for the record <br />that when we use the term "ten days," that means the meeting of <br />the Board next following ten days. <br />Chairman Scurlock felt the desire or intent was that it be <br />not more than two meetings away, i.e., someone coming in would <br />not be delayed more than one meeting. <br />Administrator Balczun pointed out that per the memo, if an <br />item should turn out to be a more complex matter than anticipated <br />and there is a delay, the Board will be notified. <br />In further discussion, the Board generally agreed with the <br />procedure as amended. <br />45 <br />OCT 13 197 <br />BOCK 69 pnc 6-87 <br />
