OCT 13 1987 BOOK 69 PaG- 6-86 <br />immediately give it to staff and overload them with work that may <br />not be required. <br />Administrator Balczun did not have any problem with those <br />considerations; he noted that he just wants to know up front what <br />the ground rules are because they do not want to be in a position <br />whereby, for example, one Commissioner is strident about a <br />particular issue and another speaks up more or less in support, <br />and then three others sort of acquiesce or don't comment, and <br />frankly that is not a clear majority. <br />Commissioner Eggert believed if the Administrator is not <br />sure if he has a clear majority to do something, he should, the <br />same as anyone else, ask for clarification. She just felt the <br />public should have the right to go to an elected official and <br />should have a right to come on the agenda, with the understanding <br />that you could be totally voted down or told to go to staff, but <br />that a County Commissioner should never be denied the right to <br />reach an agenda without having to go through staff. <br />Commissioner Wheeler commented that his intent was simply to <br />make sure all parties involved know what is going on at the <br />earliest possible time. Board members need some time within the <br />timeframe for getting on the agenda to be able to ask questions <br />of staff, and staff needs enough notice to be able to gather the <br />information to answer those questions. He just wanted the lack <br />of communication to be done away with. <br />Chairman Scurlock believed emergency items were getting out <br />of hand, and it is hard to deny a fellow Commissioner even when <br />possibly it may not be a true emergency. He felt, however, the <br />whole process is geared so that we have public input. <br />Commissioner Eggert asked what happens if someone wants to <br />- = come in and insists on speaking to the Commission and will not <br />say what he wants to speak about. <br />Chairman Scurlock advised in that case the item will be on <br />the agenda in ten days' time whether it is staffed or not. <br />44 <br />M <br />
