McCo 1IY fA REFERENCES: <br />y community baptist <br />Staff Planner JOHN2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of October 20, 1987. <br />DESCRIPTION AND CONDITIONS: <br />Community Baptist has submitted an application for conceptual --- <br />special exception approval. Due to the fact that the property is <br />zoned RS -3, single family zoning district, the church is con- <br />sidered a special exception use, and must go through the special <br />exception process. -The applicant is seeking conceptual special <br />exception approval. If the Board of County Commissioners grants <br />the conceptual special exception approval, the applicant will need <br />to come back in with a major site plan application, meeting the <br />criteria of Section 23. The major site plan application will need <br />to be approved by the Planning and Zoning Commission. The pro- <br />perty is located at 12530 Roseland Road, approximately 11 miles <br />southwest of U.S. Highway #1 on the -east side of Roseland Road. <br />Special exception uses are those types of uses that would not <br />generally be appropriate throughout a particular zoning district. <br />However, when special exception. uses are carefully controlled as <br />to number, area, location, and/or relationship to the vicinity, <br />such uses would not adversely impact the public health, safety, <br />comfort, good order, appearance, convenience, and general welfare <br />and, as such, would be compatible with permitted uses within the <br />particular zoning district. Special exceptions require submittal' <br />of an approvable site plan meeting all site plan criteria, <br />(conceptual plans may be submitted) zoning district criteria and <br />the criteria set forth in the regulations for the specific use. <br />Pursuant to Section 25.3 of the Zoning Code, Regulation of Special <br />Exception Uses, the Board of County Commissioners is to consider <br />the appropriateness of the requested use based on the submitted <br />conceptual site plan and the suitability of the site for that use. <br />The Board may attach any conditions and safeguards necessary to <br />assure compatibility of the use with the surrounding area. The <br />Planning and Zoning Commission unanimously recommended approvalof <br />the project at their September 10, 1987 meeting (see attachment <br />#4) . <br />ANALYSIS: <br />The conceptual site plan meets all of the criteria of the site <br />plan ordinance [Section 23] and regulations for specific land uses <br />[Section 25.11 which are applicable to conceptual site plans for <br />_p_Lages of worship.
