McCo r/ REFERENCES: vara <br />Staff PlanneJOHN2 <br />It is requested that the data herein. presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of October 20, 1987. <br />PROPOSED DEVELOPMENT AND LOCATION: <br />Tomas Vara has submitted a request to receive special exception <br />approval to authorize the construction of a guest cottage within- <br />the RS -3 zoning district, located at 590 Reef Road. The special -- - _ <br />exception request was accompanied by a request for minor site plan <br />approval which was granted by the Technical Review Committer at <br />its August 19, 1987 meeting, contingent upon approval of the <br />special exception use by the Board of County Commissioners. <br />Special exception uses are those types of uses that would not <br />generally be appropriate throughout a particular zoning district. <br />However, when special -exception uses are carefully controlled as <br />to number, area, location, and/or relationship to the vicinity, <br />such uses would not adversely impact the public health, safety, <br />comfort, good order, appearance, convenience, and general welfare <br />and as such would be compatible with permitted uses within the <br />particular zoning district. Special exceptions require submittal <br />of an approvable site plan meeting all site plan criteria, zoning <br />district criteria, and the criteria set forth in the regulations <br />for the specific use. The Planning and Zoning Commission unani- <br />mously recommended approval of this project at their September 10, <br />1987 meeting (see attachment #4) <br />ANALYSIS: <br />1. Lot Size: Lot 2: 36,000 sq. ft. <br />Lot 3: 36,000 sq. ft. <br />These lots are joined together with a unity of title. <br />2. Zoning Classification: RS -3, Residential Single Family (3 <br />units/acre). <br />3. Land Use Designation: LD -1, Low Density Residential (3 <br />units/acre). <br />4. Building Area: Main House 5,900 sq. ft. <br />Guest Cottage - 2,775 sq. ft. <br />5. Traffic Circulation: The site will utilize one driveway <br />which accesses the main house from Reef Road. <br />—6_t_T_ Utilities : <br />The site will utilize City water and wastewater. <br />40 <br />
