l <br />�1 <br />that substantial fee should have included state of the art <br />design. <br />Administrator Balczun advised that Pat Carroll of Frizzell <br />Architects has indicated up front that these items were not <br />included in the original design. When we met with him on the <br />subject, he further admitted that these items were discussed with <br />the Jail personnel during construction, and he has notes <br />reflecting those discussions. However, Mr. Carroll emphasized <br />that once the design of the facility was approved, no written <br />authorization was forwarded to him by Jail personnel for a design <br />change. <br />Chairman Scurlock pointed out that we didn't hire jailers to <br />design the jail and paid 7% to Frizzell to anticipate these <br />problems in the design. <br />Attorney Vitunac advised that the architect's contract for <br />Phase III will be on next week's Agenda, and that Mr. Carroll has <br />stated that when he mentioned that this work be done in the <br />beginning, the County refused to do the change order. <br />Chairman Scurlock wondered who made that decision because <br />the Board certainly didn't, but felt that perhaps is the reason <br />why a certain person is no longer with the County. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Eggert, the Board authorized payment <br />of $7,635.90 for the addition of floor drains and <br />ceramic flooring on Phase I of the Jail, with the <br />understanding that Frizzell Architects will pay <br />$1,225 plus all cost of design, as recommended by <br />staff. <br />AGREEMENT MAKING ANNUAL COUNTY FAIR A STATE AUTHORIZED <br />COUNTY FAIR <br />The Board reviewed the following memo dated 10/14/87: <br />47 <br />OCT 2 fD 1981 <br />ROOK 69 r,�GF757 <br />
