Bob Hauser of CDM pointed out that mobile home units will <br />pay the same rates, whether they are individually owned or paying <br />rent in a mobile park. <br />Attorney Vitunac noted that the proposed ordinance sets up <br />the framework of how the collection system will work, but does <br />not actually say which system will be used. There are two <br />approaches -- through a municipal service taxing unit or through <br />the fire districts. <br />Chairman Scurlock noted that the City of Vero Beach has <br />encouraged us to move in this direction, and Director Pinto <br />explained that the City will have to separate the cost of <br />collection and transportion from the cost of dumping at the <br />Landfill. <br />Commissioner Bird asked if this plan involves a fewer number <br />of transfer stations (convenience centers], and Director Pinto <br />advised that one station is going to have to be eliminated, but <br />could not say which one it will be at the present time. At <br />present there are six transfer stations: Oslo Road, Fellsmere, <br />County Fairgrounds, Winter Beach, South Gifford Road, and at the <br />old stump dump. The five remaining convenience centers will be <br />upgraded and manned. <br />Mr. Hauser showed slides of some of the transfer stations <br />and the Landfill. <br />Commissioner Bird asked what the next step is after this, <br />and Director Pinto advised that another hearing is being held <br />tomorrow night in the north county, but noted that in order to <br />have the ordinance effective by next year's tax billing, the <br />proposed ordinance must be adopted at a public hearing sometime <br />before January 1, 1988. <br />Commissioner Bird felt the notice of that public hearing <br />should be something more than the ordinary notice and contain an <br />explanation of this complex issue. <br />Commissioner Wheeler suggested that the notice contain the <br />amount of the annual fee. <br />OCT 04 0 1987 60 BOOK 69 f'nu 771 <br />
