ICT 2 ® <br />1987 <br />BOOK <br />69e <br />Favi 772 <br />2a <br />The Chairman opened <br />the public hearing, and asked <br />if <br />anyone <br />wished to be heard in this matter. <br />Nancy Offutt, representing the Board of Realtors, asked how <br />the commercial rate would equate with the $30 annual charge, <br />which she understands is just an estimate, and Director Pinto <br />explained that using the equation formula for,commercial, where <br />you see a .4 per 100 sq. ft., that would be .4 of the estimated <br />$30 charge. <br />Mrs. Offutt noted that vacant commercial is 1.0, and asked <br />if that is considered a residential rate or is it 1.0 per 100 <br />square feet. <br />Ms. Jettinghoff explained that since vacant commercial still <br />generates some trash, they set that as a minimal fee, which would <br />be the same as a residential unit. Property has to be vacant six <br />months out of the year in order to be considered vacant <br />commercial. <br />Mrs. Offutt asked how time-sharing units would be handled, <br />and Director Pinto stated that time-sharing units are still <br />residential units, and -the bills would go to the owners. How the <br />cost is to be divided up amongst the owners of a unit is another <br />matter, but there is some pending legislation to straighten all <br />that out. Most likely, those type of service charges are going <br />to be the responsibility of the owners' association. <br />Commissioner Eggert left the meeting at 11:30 o'clock A.M. <br />in order to attend another meeting. <br />Mrs. Offutt also asked when it would known what the impact <br />fees will be, and Director Pinto said that they are anticipating <br />an impact fee of $40 per year per unit. <br />Attorney Robert Stone, representing Harris Sanitation, asked <br />if the County is leaning towards mandatory collection, and <br />Chairman Scurlock felt that at some point we will have mandatory <br />collection, but we are not sure at what point that will be. <br />Director Pinto advised that staff is putting together some <br />figures now for use by the consultant in a recommendation of <br />61 <br />
