Nearing &M REFERENCES: <br />Staff Planner, Long -Range Planning <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of October'27, 1987. <br />DESCRIPTION & CONDITIONS <br />The County planning staff has initiated a request to the <br />Comprehensive Plan to redesignate approximately 145 acres of land <br />located in Winter Beach from LD -2, Low -Density Residential 2 <br />(allowing up to 6 units/acre), to LD -1, Low -Density Residential 1 <br />(allowing up to 3 units/acre). The subject property lies south <br />of North Winter Beach Road, north of South Winter Beach Road, and <br />east of the Lateral G Canal. <br />On November 13, 1985, the Board of County Commissioners voted 5-0 <br />to approve the Winter Beach Small Area Plan. <br />After several attempts to rezone property lying within the <br />boundaries of the small area plan were denied, the Board directed <br />staff to reassess the small area plan. On July 23, 1986, the <br />Board amended the Winter Beach Small Area plan for land between <br />the FEC Railroad and 58th Avenue. <br />On October 21, 1986, the Board rezoned approximately 250 acres of <br />Winter Beach from RS -6 Single -Family Residential District (up to <br />6 units/acre) to RS -3, Single -Family Residential District (up to <br />3 units/acre). <br />On February 17, 1987, the Board voted to amend the Comprehensive <br />Plan for the previously mentioned 250 acres, redesignating it <br />from LD -2 to LD -11 and directed staff to initiate a comprehensive <br />plan amendment for the property involved in this request. <br />On May 5, 1987, the Board approved a rezoning from RS -6 to RS -3 <br />for the subject property. Additional actions are outlined in the <br />attached chronology of events which have taken place in Winter <br />Beach. <br />On September 10, 1987, the Planning and Zoning Commission <br />recommended denial of this request. The commission felt that the <br />current LD -2 designation was appropriate for this area. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur-. <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />OCT 2 7,1987 55 BOOK ua.
