He did not understand why the Board would go <br />against their staff's recommendations, particularly when they <br />coincide with those of the property owners', and he further noted <br />that if we keep shrinking the tax base of the county, it will <br />affect the overall economy of the county. <br />Lynn Kirk, owner of 5 acres on North Winter Beach Road, read <br />a note from the Tuckers, owners of 10 acres across the street <br />from the subject property, expressing their support of the LD -1. <br />Mr. Kirk then expressed his support of the LD -1, citing the <br />beauty of the area., the wildlife, :the large homes on large pieces <br />of property, etc. He stated that most of the property around <br />them is RS -1 and they want to make this final piece consistent <br />with the rest. He noted that the Winter Beach Progressive League <br />has been very active; the residents want the LD -1; and they have <br />submitted petitions with over 100 signatures urging the LD -1. He <br />stressed that the Board was sympathetic to the people in the <br />Rosewood area, and the Winter Beach people want to maintain the <br />character of their area also. <br />Rebecca Hampton, president of the Winter Beach Progressive <br />League, advised she has a letter from Catherine Grovenmeier, <br />owner of 21 acres in this area, supporting low density. Mrs. <br />Hampton believed everyone is familiar with how the League feels, <br />and they are still searching for low density. <br />Nancy Offutt, legislative liaison for the.Board of Realtors, <br />advised that they take no position as regards this particular <br />request, but on the issue of private property rights, they would <br />like to echo Mr. Barnes' sentiments. Mrs. Offutt noted that <br />people who have an LD -2 tract have bought it because of that <br />zoning and in reliance on that designation. She suggested that <br />some other people who have developed their home sites on such <br />property have done so in spite of the zoning, and now they are <br />asking the Board to change it to coincide with what they have <br />done.
