She further pointed out that <br />when you make these drastic changes in the Land Use Plan, you are <br />affecting the utility development of the county, as well as <br />impact fees and all the things that were based on certain <br />pro -rated densities. <br />Robert Mooney, came before the Board representing 100 acres <br />of the 145 being discussed. He stressed that staff does not feel <br />the density should be lowered, and the P&Z with only one <br />dissension voted to leave it as it is. Last October before the <br />elections, there was a unanimous decision to leave this property <br />LD -2, RS -6, but in February, it was decided to re-examine the <br />area, and Mr. Mooney believed we are in the 21st month of <br />examination. <br />Mr. Mooney pointed out that the only thing that has changed <br />during all this time is that there is now RM -6 north of this <br />area. There is LD -2 zoning west of the canal and LD -2, RS -3, <br />south of Winter Beach Road. Everybody is getting their little <br />piece in, and he felt the zoning is a disgrace. No one lives <br />east of the.bridge on South Winter Beach Road - there are two <br />small churches. In regard to concerns about the character of the <br />neighborhood, Mr. Mooney stressed that the character of his <br />neighborhood is an industrial zone and a garbage transfer station <br />and across the street is a grove and some warehouses. He stated <br />that he would like those who may vote against him to explain to <br />him in simple terms why they are ignoring staff's and the P&Z <br />Commission recommendations, and he also wished to know why the <br />problems set out in the Winter Beach PLUM have been ignored, <br />i.e., substandard housing. 20% mobile homes, etc. He noted there <br />are a lot of problems in Winter Beach; it is not a Rosewood.
