MOTION WAS MADE BY Commissioner Eggert, SECONDED by <br />Commissioner Bowman, to transmit the request to amend <br />the Comprehensive Plan redesignating the 145 acres to <br />LD -1 to the DCA for review. <br />Chairman Scurlock noted that he has consistently voted to <br />have the LD -2 for this area, and he still believes in that. He <br />stated that he is very familiar with this area, and he believed <br />we,have gotten a different picture of it than what really exists <br />there; it actually is significantly different from the Rosewood <br />area. He believed the Planning staff has done a good job in <br />assessing the whole area, and he concurred with their recommenda- <br />tion. The Chairman noted that many of the people who spoke <br />bought when the zoning was higher, and they chose to use and <br />develop tower on a larger piece of land, and then we have people <br />who have owned this land for 26 years at the higher density and <br />relied on it and want their rights to be upheld, and he found <br />this situation inconsistent, even though he is not one for high <br />densities. <br />Commissioner Eggert believed there can be an honest <br />difference of opinion. She expressed her belief in keeping with <br />the Small Area Plan and with what is out there, and she felt that <br />the Land Use designation should be brought into conformance with <br />the density. <br />Commissioner Wheeler did not believe any particular subject <br />has caused him more confusion, and he found it an extremely <br />difficult decision to make. He noted that he has spent.literally <br />hours up there looking around, and while he is always in favor of <br />preserving the environment, he felt that concern is not relevant <br />to making this decision. When he looks at the area and the <br />corridor and the people who live there and the large tracts of <br />land that want to be upheld for RS -6, it almost seems it is <br />investors versus residents.
