Commissioner Bowman stated that she will vote for the LD -1 as she sees this as a unique area of small estates. She agreed that the environmental issues have nothing to do with it, because once it is gone, it is gone, but she felt the people who have developed the small estate atmosphere deserve to continue their life style. DESCRIPTION & CONDITIONS The Community Development Division received two Comprehensive Plan amendment applications in July of 1987 and initiated ten amendment applications, three at the request of the Public Works Division. The staff has reviewed these amendment applications and made recommendations to the Planning and Zoning Commission which, sitting as the Local Planning Agency, held public hearings on September 10, 1987, to consider making recommendations on the proposed amendments to the County's Comprehensive Plan. 66
