OV 10 197 BOOK iO f`A,GE. 85 <br />Chairman Scurlock made the point that, figuring this out <br />mathematically, if the Board approved the $41,400 for the <br />remaining pay periods, we would, in effect, have approved the <br />$51,000 salary offered by the Administrator. <br />ON MOTION by.Commissioner Eggert, SECONDED by Com- <br />missioner Wheeler, the Board unanimously approved an <br />annual salary of $41,400 for the Assistant Adminis- <br />tor with the normal 5 percent increase after the <br />six month probationary period. <br />Commissioner Eggert advised that she has something else she <br />wished to ask the Commission about. Possibly she stands alone in <br />this, but she is very concerned about costs and budgeting, and as <br />she has sat in the audience over the years, there has been <br />discussion on and off about whom the Budget Officer should report <br />to. She felt we should review whether he should report to the <br />County Commission or to the Administrator as he is doing now. <br />Commissioner Eggert wished to make sure we have a direct conduit, <br />that we are understanding where everything is going, and that <br />nobody's job is made more difficult, be that a county <br />commissioner, administrator or budget officer, by internal <br />politics or anything else that might be going on. <br />Chairman Scurlock stated that he is very clear on this <br />subject. It was his absolute belief at the time that Mr. Balczun <br />came aboard that Mr. Baird should report directly to the County <br />Commission, possibly because of our bad experience with Mr. <br />Wright, and he still feels Mr. Baird should report directly to <br />the Board. The person Mr. Balczun is hiring apparently has a <br />very good financial background so that those project numbers, <br />etc., that need to be run directly for the Administrator can be <br />done by him. <br />Commissioner Eggert confirmed she has come to that same con- <br />clusion but did not know what we do about proceeding with this. <br />48 <br />
