He understood we are paying a fee to <br />Kimley-Horn & Associates to manage and coordinate this project, <br />and it seems very obvious to him that the level of coordination <br />has not been sufficient to mitigate the problems caused. In <br />addition, the upcoming holidays will make this situation really <br />impossible, and we are talking of serious financial problems for <br />businesses in this area. <br />The Chairman suggested Commissioner Wheeler offer a Motion <br />to authorize Administrator Balczun and Director Davis to meet <br />with Kimley-Horn and express our concern and dissatisfaction and <br />report back. <br />Commissioner Wheeler stated that he also would like to look <br />at the possibility of putting a crew on additional time. <br />Chairman Scurlock did not feel he could support that as he <br />was not sure whose expense it would be, and Commissioner Bowman <br />also was concerned about the expense. <br />Public Works Director Davis informed the Board that the time <br />of completion on the project has not been exceeded. The project <br />began in about August of 1986 and the time of completion is over <br />one calendar year, but there have been change orders due to <br />�arious utility problems, and most times a Change Order is <br />approved, there is a time extension associated with it. At this <br />point we have been told that they are going to do the final <br />striping on 12th St. east of U.S.I next week. They are working <br />very hard on the section west of U.S.I., but they have had <br />intermittent delays due to the weather, and also the railroad was <br />two weeks late working on the crossing. The actual crossing is <br />handled by the F.E.C., and they are very difficult to work with. <br />Discussion continued re the year timetable, and Director <br />Davis explained that the whole 4 million plus project involving <br />the Boulevard extension south, the 12th Street widening, and the <br />8th Street connection, was bid at once.
