design of the library will fit into the general design of the <br />area or clash with it. The Administrator believed, however, that <br />it is more of an aesthetic question than a big policy question <br />and that they would be willing to accept what the Board is <br />suggesting. <br />Commissioner Eggert felt we need to design the most <br />attractive, but cost effective, library possible, and emphasized <br />that this is not a Sebastian facility, but a north county <br />community library. <br />Commissioner Bowman favored the Sebastian Lakes site because <br />it is one of the fastest growing areas along with Vero Lakes <br />Estates. <br />Chairman Scurlock concurred with the recommendation for <br />Sebastian Lakes as the #1 site because he felt the utilities <br />question was significant. He noted that this is a courtesy <br />public hearing and explained that after hearing the input from <br />those present, the Board either will make a decision today or <br />after further consideration, make a decision at a later date. <br />Chairman Scurlock opened the public hearing on the north <br />county sites, and asked if anyone wished to be heard. <br />Jim Gallagher, representing Sebastian General Partnership, <br />the owners of the Chesser Gap parcel, pointed out a couple of <br />things that were not pointed out at the last two meetings of the <br />Public Library Advisory Board. The site that was originally <br />proposed at the Chesser Gap parcel did not have frontage on <br />CR -512 and had an asking price of $106,000. When that site was <br />not chosen, they went back to Sebastian and told Dr. Fischer that <br />the Library Board is unhappy with the proposal because they want <br />frontage on CR -512, and that they prefer to have it for free. <br />Dr. Fischer said, " Well, give it to them.", and that is what <br />they are proposing to do. Mr. Gallagher emphasized that the <br />3.2 -acre facility can be placed anywhere on the Chesser Gap <br />parcel that isn't reserved for development.
