� � r <br />TO: Board of County <br />Commissioners <br />DATE: <br />November 12, 1987 <br />FILE: <br />SUBJECT: Budget Office under BCC <br />FROM: Carolyn K. Egger REFERENCES: <br />For many years County budgeting and cost analysis has become <br />increasingly complex yet more accurate. Over the past 3 or 4 <br />years with different County Administrators, thought has been <br />given to putting the Budget Officer under the BCC. I think the <br />time has come to give that move a try. <br />On November 10th I requested that the Budget Office be put <br />under the BCC rather than remain under the County Administrator's <br />office. My reasons are these: <br />1. The BCC decides on how taxpayers' money is to be spent, <br />and we would have a direct daily review of expenditures (if <br />needed) without any staff politics involved. <br />2. The Budget Officer has been between a rock and two hard <br />places over the years - the BCC and the County Administrator (his <br />boss) and the staff that he would like to help. I would like to <br />see him between the BCC (his boss) and the staff. I see the BCC <br />members dealing with the Budget Officer much as I have with the <br />library project - any budget amendment or pre -use of bond funds <br />by interfund borrowing I have brought to the Board for approval. <br />Any contact with the Budget Officer other than thru the Budget <br />and BCC meetings would be for information only - and a policy <br />could be that any information given to one Board member be given <br />to all. <br />3. Through the years our Budget Officers have been asked or <br />ordered to purchase things not put in the budget or different <br />from what is put in the budget by staff. How do you say "no" to <br />a County Administrator boss or fellow department heads without <br />direct access to the BCC and not have constant turmoil. <br />4. The staff auto item and the Assistant County <br />Administrator salary problem on last week's agenda show the type <br />of leek of "understanding" about the relationship between the BCC <br />and budget policy that can develop. <br />5. I recommend by Motion or by a legal document deemed <br />necessary by the County Attorney that we try having the Budget <br />Officer report to the BCC for a period of one year with complete <br />review at that time as you would have with any new department <br />arrangement. <br />39 BOOK 70 F QF 134 <br />
