She felt <br />this is important and that we should try it, especially at this <br />time when we have so many capital projects in the works. <br />Chairman Scurlock repeated that if it doesn't work, he would <br />be glad to admit that he made a mistake. <br />Commissioner Bird felt we should give it another try the way <br />it is now. <br />Commissioner Wheeler still felt it could work best with the <br />Commission setting policy and instructing the Administrator to <br />carry it out. He would prefer only one person to be responsible <br />so that when something goes wrong, he is the only person to point <br />a finger at. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />carried by a vote of 3-2, Commissioners Bird and <br />Wheeler dissenting. <br />Chairman Scurlock directed the Attorney to draft an <br />ordinance making the Office of Management & Budget under the <br />control of the Board of County Commissioners. <br />Commissioner Wheeler wished to see an expiration date in the <br />ordinance and a detailed job description for the position. <br />Commissioner Eggert noted that her Motion included an <br />automatic review at the end of one year. <br />Director Baird and Attorney Vitunac asked who would prepare <br />the job description, and Commissioner Wheeler suggested that <br />Director Baird meet with Attorney Vitunac and Administrator <br />Balczun and iron that out and bring the specifics back to the <br />Board. <br />Attorney Vitunac and Administrator Balczun indicated their <br />agreement. <br />44 <br />
