Commissioner Eggert felt we had decided on our position on <br />this some time ago. <br />Question arose regarding the appraised value of the land, <br />and Director Davis believed the Property Appraiser has wetlands <br />appraised at $3,000 per acre, and Chairman Scurlock noted that we <br />then would be talking about $300-400,000. Director Davis felt <br />there is a communication that Mr. Hoffman may take about $12,000 <br />an acre for his land. <br />Discussion continued at length re building the road, <br />mitigation, DER requirements, etc. Commissioner Bird felt if we <br />can get a private developer to do the mitigation, it would be to <br />our advantage, but other Board members doubted we can get the <br />City of Vero Beach to go along with any private development. <br />Commissioner Eggert asked if we don't get back again to the <br />drainage problem at Country Club Pointe, and Director Davis felt <br />it might be possible to divert drainage to the main relief canal, <br />but he did not know what position Indian River Farms Drainage <br />District would take on that. <br />Chairman Scurlock wished to know, in the event we did try to <br />work with developers, whether it would take more time to build <br />the road or less, and Director Davis advised that we have <br />submitted for all DER permits and are in the review stage, but he <br />believed, if we tried to work with the developers, the City would <br />file an administrative appeal and that definitely would take more <br />time. <br />Discussion continued at length in regard to meeting with the <br />City to determine their position on this matter. <br />Commissioner Wheeler stressed that he is mainly interested <br />in building the road and not delaying it and waiting for the <br />developers to evaluate everything. <br />Commissioner Bird believed they feel that the door has been <br />somewhat closed re having an opportunity to discuss alternate <br />plans with either the Public Works Director or the engineers. <br />OV 2 AL 1987 47 BOOK • 70 PAG489 <br />
