BOOK 70 PA1U <br />Commissioner Eggert emphasized that when we last met with <br />the developers, they were instructed to move ahead and contact <br />staff just the same as everyone else who had a particular problem <br />in relation to the construction of the Boulevard, and if they <br />haven't done that, she felt it is their fault. <br />ON MOTION. by Commissioner Eggert, SECONDED by Com- <br />missioner Wheeler, the Board unanimously approved <br />the County Attorney's recommendation to enter into <br />the Final Judgment, pay the developers $249,073 as <br />full payment for the 200' strip of RIW through their <br />property and any possible damages, and also authorized <br />contesting the attorney's fees. <br />Chairman Scurlock wished to go on record that he is not <br />interested in working with developers. <br />Commissioner Bird pointed out that we might be talking about <br />hundreds of thousands of dollars. <br />Chairman Scurlock noted that he has his position. He does <br />not want to do anything with that group that is going to delay <br />us, and he doesn't see it benefitting us. He sees this property <br />as environmentally sensitive and feels it should be retained as <br />it is. We can do the mitigating through the permitting process, <br />and we will pay the appropriate amount for submerged land. <br />Commissioner Bird noted that we may end up paying consider- <br />ably more than we could have paid if we worked with them and then <br />let them pay for some of those costs. <br />Commissioner Bowman felt it may be worth several hundred <br />thousand dollars just to have an unobstructed view as you drive <br />along that Boulevard. <br />Chairman Scurlock commented that he has heard many positive <br />comments about how beautiful it is to drive along the section of <br />Indian River Boulevard that has just been constructed and not see <br />it lined wall to wall, and he felt it would be nice to have the <br />48 <br />
