k� r <br />BOOK 70 �'a,F 21.2 <br />Traffic Analysis <br />Traffic analysis was performed by City staff and indicates that <br />the following off-site improvements would probably be required: <br />Grace Lutheran: (a) increase intersection radii <br />Catron: (a) widen 23rd Avenue from S.R. 60 to 19th Street to <br />24' (remove existing curbs and some trees, widen <br />road, replace curbing, provide turn lane at S.R. <br />601; <br />(b) widen 19th Street from 23rd Avenue to 27th <br />Avenue (from 18' to 22'); <br />(c) provide signal at S.R. 60, subject to FDOT <br />approval. <br />access to 19th Street should be restricted to service <br />vehicles only <br />S.R. 60 access is questionable <br />With a 35,000 sq. ft. structure on the Grace Lutheran site, <br />about half of the required parking spaces can be provided <br />on-site. That would leave about 450 open green space, some of <br />which could be used for loading spaces or a drop-off area, but <br />the remainder of the parking would have to be obtained off-site. <br />There is potential parking nearby, but the houses are not for <br />sale at this time and probably would require condemnation. Staff <br />has estimated that the cost of acquiring that property and razing <br />the existing houses would be approximately $300,000. To the <br />south of the Grace Lutheran block, there are some lots that could <br />be acquired as the owners are willing to sell. The approximate <br />cost would be $250,000 for 4 lots. Staff feels that the prime <br />choice would be to use the parking at the First Baptist Church <br />parking, which is north of the Grace Lutheran site, across from <br />22nd Street. By working with First Baptist Church, there would <br />be no acquisition costs for 5 lots which would be more than <br />enough to meet the off-site parking that is needed for a 50,000 <br />sq. ft. library. The County could enter into a longtime <br />perpetual lease agreement to utilize the property for parking, as <br />long as it could be shared with First Baptist Church; according <br />to the City's zoning code, this can be done. <br />19 <br />-1 <br />
