Chairman Scurlock asked if we had anticipated paying for <br />right-of-way acquisition on this particular improvement in our <br />original capital improvement plan upon which we based our impact <br />fee, and Public Works Director Jim Davis confirmed that we did. <br />Chairman Scurlock felt very strongly that we need to do <br />whatever is necessary to bring our impact fees to a current <br />status. He urged the Board to support that position, even if <br />that means bringing in a different consultant, because we are <br />losing big bucks on the impact fees. <br />Commissioner Eggert felt the Board had made it clear the <br />last time that we want to move as quickly as possible on the road <br />impact fees. <br />Director Davis advised that currently staff is working on <br />the park user fees study, and as soon as that is completed at the <br />end of this month, they anticipate doing the impact fees <br />in-house, which probably will take 30 days. He expected they <br />could have the impact fees current by the end of January. He <br />advised that we are finding that consultants do not have the <br />grass roots knowledge to come in and do what we want them to do, <br />as most of them are from out of town. <br />Director Davis noted that the park user fee also impacts the <br />capital projects program, and staff would like to workshop that - <br />with the Board because it is going to be a comprehensive plan. <br />Chairman Scurlock understood that all we have to do to get a <br />new impact fee is to plug in additional data into the computer <br />model and it will spit out the new impact fee, and Director Davis <br />confirmed that it won't take very long. <br />Chairman Scurlock noted that the following letter has been <br />received from Mr. & Mrs. Fred C.
