DEC 1987 BOOK 7 <br />became involved and there was a more significant impact. Our <br />programs have been very voluntary in nature, and there never has <br />been any intent to require anyone to have service who doesn't <br />need it. The Chairman realized this matter is of great concern <br />to quite a few, and he believed staff recommendation is a bit <br />misleading. He asked that Utilities Director Pinto clarify it. <br />Utilities Director Pinto confirmed that this is an area in <br />the service of Vero Beach, and normally we would have no input at <br />all. In this case, however, since the property is in the <br />unincorporated area, we are required to place the assessment <br />against the property and then transfer it to the City to pay for <br />the system. He advised that he and Attorney Vitunac met with <br />City Manager Little, who apparently had not been aware that there <br />were some in the proposed area who were not in favor of the water <br />system. Upon learning of that, Mr. Little recommended we go back <br />and reestablish the project to only the area where the majority <br />of the residents want the water and leave the other part for a <br />future date. Staff, therefore, now is recommending redoing the <br />assessment and will work with the City to redefine the boundaries <br />to include only the area where the majority are in favor of the <br />project, which basically is the first two blocks. <br />Chairman Scurlock believed the key to the situation is that <br />we will go back through the process and eliminate the areas that <br />do not have an interest, but he emphasized that the people still <br />will have an opportunity to come and voice their opinion. <br />Commissioner Eggert brought up the requirement for the <br />assessment to be paid over five years and wondered if that is <br />sufficient time or if there is any possibility of going to 8 or <br />10 years. <br />Director Pinto noted that when we look beyond 5 years, it <br />generally means we have to go out and borrow money and that could <br />add to our costs substantially. <br />Chairman Scurlock pointed out that generally you can go to <br />the bank and get a better interest rate than the county offers <br />42 <br />
