We <br />started at 3 years and now have expanded it to 5, and possibly <br />through the special assessment may be talking about an approach <br />that can go to 10 years. <br />Commissioner Wheeler wished it made clear that staff's <br />recommendation now is to turn this down and start all over, and <br />that was confirmed. <br />The Chairman asked if anyone present wished to be'heard. <br />Ray Snow, Pastor of The First Church of the Nazarene, wished <br />to commend the Board on their good judgment on this matter. He <br />stated that the church does oppose the proposal as far as they <br />are concerned and their immediate neighbors, but they are <br />sympathetic with those who need the water. <br />Charles Haas, 1275 27th Ave., would like to suggest for <br />future hearings that the communication be opened up a little bit <br />between the Commission and the land owners. He noted that those <br />at the first meeting were a bit upset because it was presented as <br />if they had to do this and had to pay the assessment. It was <br />very confusing. <br />Chairman Scurlock assured him that we will look into the <br />lines of communication. <br />it was determined that no one further wished to be heard, <br />and the Chairman thereupon declared the public hearing closed. <br />ON MOTION by Commissioner Wheeler, SECONDED by Com- <br />missioner Eggert, the Board unanimously approved the <br />new staff recommendation, which is to turn down <br />the proposed project,.go back and redefine the area <br />as discussed, and start all over. <br />43 <br />Bou 70 FA' E 290 <br />
