Keating,, ICP: SUBJECT: APPROVAL FOR THE GIFFORD <br />Community DevelopmAnt Director COMMUNITY CENTER <br />FROM: Stan Boling 4-a REFERENCES: gifford c/c <br />Chief, Current Development STAN2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of December 8, 1987. <br />PROPOSED DEVELOPMENT: <br />Robert F. Lloyd, on behalf of the Indian River County School <br />Board, has submitted an application for special exception approval <br />(as well as a complete site plan application) for the Gifford <br />Community Center. The Board of County Commissioners is to act <br />upon the special exception approval.request. <br />The proposed center, a community services use providing for adult <br />community and civic activities and meetings, is a special excep- <br />tion use within the single-family residential zoning district <br />(RS -3) in which the facility is to be located. The project is <br />located at the southwest corner of 49th Street (Lindsey Road) and <br />43rd Avenue. The County is currently in the process of paving <br />43rd Avenue from 45th Street to 49th Avenue, past the subject site <br />and its proposed entrance on 43rd Avenue. <br />At their regular meeting of November 12, 1987, the Planning and <br />Zoning Commission voted unanimously to recommend that the Board <br />grant the special exception use. The .Commission also voted <br />unanimously to approve the site plan application subject to "the <br />Board's approval of the special exception use. <br />It is the Board's. responsibility to find that the proposal <br />satisfies all general special exception use criteria (appropriate- <br />ness of the use at the proposed location, compatibility with <br />surrounding land uses, impacts on infrastructure and public <br />facilities) prior to approval of the use. <br />ANALYSIS: <br />Special Exception Use <br />There are no specific land use regulations within the zoning code <br />to apply to this type of proposed use. Thus, the general special <br />exception criteria are the only regulations that apply in the <br />consideration of this request. <br />It is staff's opinion that the request satisfies the general <br />special exception use criteria as follows: <br />1. The use is appropriate for the subject site due to its <br />location within the community to be served and its location <br />at the intersection of two major roadways within the communi- <br />ty, affording convenient access. <br />DE7 53 BOOK 70 of;r300 <br />
