Completion of the <br />approved estuarine waterway system shall include connection <br />to the Indian River. Failure to construct OtOX A the <br />estuarine waterway system shall constitute a substantial <br />deviation and the project shall be subject to a further <br />review." <br />Section 2 <br />Under "HABITAT, VEGETATION AND WILDLIFE" item 10 shall be <br />amended to read as follows: <br />U//th/ql /t0ji4tt-t//-VY(Jddrl. No connection of the <br />excavated estuarine/waterway system shall be made to either <br />the lagoon or the existing connected open water basin (marina <br />1) until such time as DDT, other restricted constituents, and <br />standard water quality parameters within that system have <br />been reduced to levels at or below background levels of such <br />constituents within the Indian River Lagoon, and until such <br />time as shorelines have been stabilized and the littoral zone <br />habitats along the edge of the wetland areas and estuarine/ <br />waterway system have been planted and work inspected by <br />Treasure Coast Regional Planning Council and Indian River <br />County. The developer shall at his his own expense, submit <br />tests that show the estuarine/waterway system to be at or <br />below background levels of DDT and other restricted constitu- <br />ents. Test shall be performed by an independent laboratory <br />selected by the developer and approved by the county.
