DEC <br />DEC 1987 BOOK 70 F1f,E30i <br />Chief Planner Boling advised that staff has been on site <br />with the developer to see the site that has been planted, and <br />what is before the Commission today is the Development Order <br />amendment which would allow them to contract with the county <br />specifying areas that remain to be completed and post bond. He. <br />assured the Board there are limitations on when the system has to <br />be in place, and staff is recommending the Board approve the <br />proposed amendments. <br />The Chairman asked if anyone present wished to be heard. <br />There were none, and the Chairman thereupon declared the public <br />hearing closed. <br />ON MOTION by Commissioner Bird, SECONDED by Commis- <br />sioner Eggert, the Board unanimously adopted Resolution <br />87-147 amending the Grand Harbor Development Order. <br />RESOLUTION 87 - 147 <br />RESOLUTION AMENDING THE DEVELOPMENT ORDER APPROVING THE GRAND <br />HARBOR DEVELOPMENT OF REGIONAL IMPACT. <br />WHEREAS, pursuant to the provisions in Chapter 380 Florida <br />Statutes, the Board of County Commissioners of Indian River County <br />has adopted Resolution 85-128 establishing the Development Order <br />approving the Grand Harbor Development of Regional Impact, and has <br />adopted Resolution 86-4, Resolution 86-89, and Resolution 86-108, <br />amending the adopted Development Order; and <br />WHEREAS, the project developer has requested certain amend- <br />ments to the Development Order to allow for the issuance of a <br />limited number of Certificates of Occupancy prior to completion of <br />the estuarine system subject to the execution of a contract to <br />complete said construction along with posted security guaranteeing <br />said construction, and <br />WHEREAS, the amendment request has been reviewed by the <br />Treasure Coast Regional' Planning Council and the State Department <br />of Community Affairs acid has not been determined to constitute a <br />substantial deviation under Florida Statutes; <br />NOW, THEREFORE, BE IT RESOLVED -BY THE BOARD OF COUNTY COMMIS- <br />SIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the adopted Develop- <br />ment Order approving the Grand HarborDevelopment of Regional <br />Impact as amended, is hereby amended as follows, with said amend- <br />ments to be incorporated into'the existing Development Order: <br />Section 1 <br />Under "HABITAT, VEGETATION AND WILDLIFE" item 10 shall be <br />amended to read as follows: <br />60 <br />
