Cox, <br />Drainage Engineer <br />DESCRIPTION AND CONDITIONS <br />SUBJECT: Request for waiver Flood <br />Plain Displacment <br />Requirement Ordinance <br />87-12 — Sand Pointe S/D <br />Letter from Dean <br />Luethje, P.E., Carter <br />REFERENCES: & Associates, dated <br />12/2/87 <br />Carter & Associates on behalf of the developer of Sand Pointe <br />Subdivision is requesting a waiver of the "cut and fill" balance <br />requirement of the Stormwater Management and Flood Protection <br />Ordinance. Sand Pointe Subdivision received preliminary plat <br />approval October 8, 1987 and is located on both sides of SR AlA <br />abutting the north property line of St. Edward's School and the <br />south property lines of the Seagrove and Seagrove West <br />Subdivisions. The engineer for the project states 15,500 cubic <br />yards of fill would -be placed below elevation 4.0 ft. within the <br />100 year flood plain of the Indian River. <br />ALTERNATIVES AND ANALYSIS <br />Since the Indian River in this location is an estuarine <br />environment, and the project engineer has stated that all other <br />design requirements of Ordinance 87-12 will be met and that the <br />resulting rise of the water level in the river will be minute, <br />staff has no objection. <br />RECOMMENDATION <br />Staff recommends that a waiver to the flood displacement <br />requirement be granted to Sand Pointe Subdivision. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Eggert, the Board unanimously granted <br />a waiver to the flood displacement requirements to Sand <br />Pointe Subdivision, as recommended by staff. <br />L.
