DEC <br />15 <br />1987 <br />Bou <br />70 <br />FFA1, 3 39 <br />Commissioner <br />Eggert understood that Mr. Smith was <br />not <br />willing to accept the $7000 amount and wants something different, <br />and Public Works Director Jim Davis explained that Mr. Smith was <br />not really in agreement with the first proposal, as he felt he <br />also should be compensated for the asphalt materials that were on <br />top of the base that he had to remove and replace. After <br />consideration, staff feels that would be fair and is recommending <br />that $7000 be paid from the Road S Bridge maintenance account to <br />mitigate the cost of the asphalt material. Basically, the total <br />compensation amounts to $14,000. Mr. Smith has indicated that it <br />cost him approximately $27,000 overall to fix the road, and this <br />would compensate him for the cost of the materials. <br />Commissioner Eggert asked Director Davis why he changed his <br />mind after he originally felt that the $7,000 figure was fair, <br />and Director Davis stated that basically it was after further <br />discussion and pointed out that timing was an issue. <br />Chairman Scurlock felt that we need to give Director Davis <br />some direction in finding a vehicle to fund the impact of <br />trucking and land operations on our roads without creating some <br />special situations for certain haulers that do not apply to <br />others. <br />Commissioner Eggert pointed out that at a recent workshop, <br />Planning Director Robert Keating and Director Davis came to the <br />conclusion that a separate ordinance is needed to cover all heavy <br />haulers rather than just the sand haulers. <br />Chairman Scurlock believed that the only equitable way to <br />handle a shortfall is to go to the other cent (9th cent) that we <br />have not utilized, because that directly relates to people using <br />the highways. He did not think it was fair to single out one <br />particular entity. <br />Commissioner Eggert felt there should be some way or some <br />formula that could be set at site time for fill being delivered <br />to such extensive projects as Grand Harbor. <br />4 <br />
