J <br />on bonds would be significantly less than if we went to some <br />other method. <br />Ms. Jettinghoff explained the method by which they <br />determined how much people should pay, noting that they based it <br />on the amount of waste generated by various categories, i.e., a <br />house, an apartment, commercial establishments, etc. They looked <br />at national data on what the generation rates are for different <br />categories and then took a survey locally. The present system is <br />.based on an ERU (equivalent residential unit) and based on the <br />generation of a single family unit, or 1.3 tons per ERU per year. <br />They also surveyed commercial establishments and got information <br />from haulers to determine the different rates for the different <br />commercial establishments. <br />The Chairman further pointed out that if you feel you do not <br />fit properly into the category you are assigned, there is an <br />appeal provision. <br />The Chairman asked if anyone present wished to be heard. <br />Robert Shotwell, president of Vista Royale Assoc., which has <br />1512 apartments, pointed out that all 1512 owners will get an <br />assessment. In addition, they have four clubhouses that generate <br />garbage, and they also trim trees. He, therefore, felt their <br />property owners get a triple dip. <br />Director Pinto did not agree. He pointed out that apart- <br />ments are rated under the classification of apartments for what <br />they generate; club facilities are under a special classification <br />re their generation; and the common grounds that are part of that <br />organization will not be paying a tipping fee. <br />Mr. Shotwell continued to contend that if they have to pay <br />for their apartments and for the clubhouses, they are paying <br />twice. <br />Commissioner Wheeler pointed out that that as multi -family, <br />they get a 30% discount from the single family rate, and the <br />clubhouse if it is classified under recreation would be charged <br />500 less per hundred sq. ft. than a restaurant. <br />41 BOOK 70 F�acc.4.1 <br />D E C 2 2 1987 <br />I <br />
