Fr - <br />2 21987 Boa 70 FA%r 4c?, 6 <br />Mr. Nystrom continued to complain about his taxes, and after <br />further questions informed the Board that his property is located <br />on U.S.I next to the property that Dr. Fischer recently sold for <br />hundreds of thousands of dollars. <br />Board members advised him to discuss his taxes with the <br />Property Appraiser, but believed his property very probably was <br />reassessed when Dr. Fischer sold his abutting property for a <br />large price. <br />William Koolage, 26th Avenue, also spoke about the fact that <br />taxes are going up and people on fixed incomes can't cope with <br />it. He noted that we have a 10 mill cap, and felt the people <br />need to have some knowledge of various taxing methods - MSTU, <br />impact fees, enterprise funds, etc. He sees this is a dependent <br />special district and wished to know how many of these fall within <br />the 10 mill cap. The people have to pay not only these taxes, <br />but school taxes, hospital taxes, etc. He did not say the Board <br />shouldn't have this method of taxing, but he felt the message is <br />that people are getting hurt. <br />Chairman Scurlock pointed out that we have encouraged the <br />Taxpayers' Association, etc., to work with our Budget Director to <br />analyze and assist with this. <br />Mr. Koolage stressed that he is trying to make the point <br />that people don't go to the meetings, but they need the <br />information. He further noted that he notices a lot of litter as <br />he drives around. He felt there had been discussion of a "Bottle <br />Bill." and believed there is a need to look into recycling. <br />Catherine McDowell of 19th Place stated they have Harris <br />Sanitation pick up for them and wished to know if they are going <br />to have to pay Harris plus the assessment. <br />The Chairman explained that her bill from Harris should be <br />reduced by the "tip" portion of his charge, or $2.65 per month <br />less. <br />William Nelson, Rockridge, informed the Board that up north <br />they had stickers on their windshields identifying them as <br />46 <br />
