owners, and he wished to know how people who are here only a few <br />months are dealt with. <br />Director Pinto advised that the benefit is available to <br />those owning property, and they will pay whether they are living <br />in the home or not. <br />Clifford Brink, 1191 Barber St., Sebastian, also wished to <br />know why we can't have stickers for every home owner, which would <br />eliminate people coming into the county from across the river to <br />dump their garbage. <br />Director Pinto agreed that we will keep those things in <br />mind, but emphasized that in order to have a cost effective <br />project, we have to look at how to save the most money and <br />analyze whether the stickers would cost more than the few who <br />might sneak by us. He noted that our main objective is to get <br />the big offender. <br />Daphne Strickland, county resident, wished to endorse the <br />remarks made by Bill Koolage, and felt there is no way one person <br />in a home will generate as much garbage as a family of 4, 5 or 6. <br />She emphasized all the various charges people have now - a <br />charge every month from county on their phone bill, sur -charges <br />on light bills and on water, etc. She pointed out that if owners <br />of rental property have county water and sewer and that unit is <br />vacant for one week, the owner must pay the entire month flat <br />rate fee, which she felt is a bit unreasonable. Mrs. Strickland <br />stressed that there must be a limit to taxes on the individual <br />home owner. <br />Chairman Scurlock noted that the last time Mrs. Strickland <br />came to the Board, she was here asking for $300,000 for housing <br />in this county. <br />Mrs. Strickland emphasized that $300,000 was for this low <br />income people of this county, and it is being paid for by her tax <br />dollars. She stated that we treat our criminals better than we <br />are treating our people, and there was much clapping from the <br />audience.
