REQUEST FROM CITY OF VERO BEACH FOR E-911 RECURRING -AND NON- <br />RECURRING COSTS <br />Administrator Balczun reviewed the following memo: <br />TO: Indian River County DATE: December 12, 1987 FILE: <br />Board of County Commissioners <br />SUBJECT: Request from City of Vero <br />Beach for E-911 Recurring <br />and Non -Recurring Costs <br />�w <br />FROM: Doug Wright, Director REFERENCES: Chief James Gabbard <br />Emergency Management Services letter dated 11/29/87 <br />DESCRIPTION AND CONDITIONS <br />On September 29, 1987, the City of Vero Beach through Chief <br />of Police James Gabbard advised that the City was in the process <br />of planning construction of a new police facility to be com- <br />pleted in January of 1989. As part of the new facility, a new <br />E-911 emergency service dispatch center was being planned. The <br />City of Vero Beach requested funds for the costs of the equip- <br />ment totaling $55,589.00 (one time cost) and recurring fees in <br />the amount of $2,332.80 monthly or $27,993.60 annually. The <br />center would operate as a primary PSAP. <br />The Public Safety Answering Point (PSAP) would meet the require- <br />ments as set forth in the General Subscriber Tariff Act, A24, <br />that became effective November 29, 1985. <br />ALTERNATIVES AND ANALYSIS <br />The request has been reviewed by the Florida Division of Com- <br />munications and Indian River County Department of Emergency Manage- <br />ment Services. <br />Communications Forms detailing allowable expenses of the Vero <br />Beach Police Department and Indian River County Sheriff's Depart- <br />ment were submitted to the Florida Division of Communications <br />on December 8, 1987 and verbal approval was received on December <br />9, 1987. <br />The County is currently paying the recurring fees of $2,332.80 <br />for the City of Vero Beach E-911 system each month. The only <br />additional cost the County will incur if approved would be the <br />-one time cost of $55,589.00 to Southern Bell. <br />Scotty Howell, Account Representative for Southern Bell advises <br />there are 12,206 fee elibile lines.in the City of Vero Beach. <br />Based on the projected fee of $.50 per line, $.36 would be used <br />for recurring costs of the PSAP's and $.14 would be available <br />for non-recurring fees in which category the $55,589.00 the City <br />is requesting would be included. Based on the above, revenue <br />in the amount of $15,379.56 (12,206 eligible lines X $.14 fee <br />X 9 mos. = $15,379.56) would be,generated in the City over a period <br />of 9 months.
