It is noted <br />that persons other than residents of the City of Vero Beach <br />would utilize the PSAP E-911 Center. <br />RECOMMENDATION <br />The Florida Division of. Communications recommended that Indian <br />River County fund the Vero Beach Police Department. PSAP equip- <br />ment improvements. Staff has some concerns about duplication <br />Of primary PSAP's, however, with projected growth in the County, <br />a second primary PSAP would probably be required in the future <br />in any case. A majority of the larger counties in the state have <br />more than one PSAP. If the request for $55,589 for the City of <br />Vero Beach is approved, the Board of County Commissioners should <br />be aware that a deficit of approximately $39,000 will be incurred <br />over the eighteen month period. This is based on a non-recurring <br />projected cost of $160,191 (both PSAP's) and revenue of $120,960 <br />being collected at $.14 per line for 48,000 eligible lines for <br />the fee period of 18 months permitted by Chapter 365.171, Florida <br />Statutes, amended. <br />Chairman Scurlock understood there will be a deficit of <br />$39,000, and the Administrator explained that is on an 18 month <br />cycle. <br />Commissioner Eggert felt that 3 to 5 years down the line we <br />probably would be ready for a second primary system, but she had <br />a problem with us putting in a second primary system at this time <br />at this kind of deficit. She asked if what we are collecting now <br />covers the $2,332 per month for recurring fees. <br />Administrator Balczun advised all that the $2,332 monthly <br />comes from what the county is now collecting. However, we do <br />two things for the City re E-911 - we underwrite the costs <br />imposed by Southern Bell, and we don't bill out them our costs of <br />doing the address assignments, paperwork, 911 mapping, etc., <br />which we do for ourselves anyway. <br />Commissioner Bird asked who the Florida Division of <br />Communications is and how they are involved in telling us how to <br />spend our money. <br />Emergency Management Director Wright advised that the <br />statutes require that the Division of Communications approve the <br />split of the recurring and non-recurring fees, and they are a <br />state agency under the Department of General Services. <br />Commissioner Wheeler noted that we have the ability over an <br />60 <br />Lk <br />
