- M M <br />18 month period to collect around $30,000 for non-recurring <br />expenses and he wished to know where that money goes. <br />Administrator Balczun stated that any money we collect now <br />would remain with the county for its system except for the <br />$2,332.80 per month which supports costs for the City. <br />Discussion continued, and it was further explained 36� of <br />the 504 collected is for recurring charges, purchase of tapes, <br />etc., and 144 is for non-recurring expenses, i.e., capital <br />equipment. Part is used to offset some of the 911 cost in the <br />Sheriff's Administration Building and also to offset what the <br />telephone company charges us for the 911 system and to read the <br />tapes. <br />Commissioner Wheeler noted the City has 12,206 eligible <br />lines, and he asked if the 14¢ collected from those lines will be <br />spent for capital improvements within the City. <br />Chairman Scurlock advised it is not geared so that all the <br />money collected in a particular area must be spent in that <br />particular area, and OMB Director Baird pointed out that the <br />South County Fire District presently goes through our 911 center, <br />and they also work within the City. <br />Administrator Balczun emphasized, for purposes of the <br />record, that over a 9 month period we would collect $15,379 from <br />the City towards non-recurring expenses, and if we grant them the = <br />$55,000 upfront for non-recurring, we automatically have a <br />deficit of $30,000. <br />Vero Beach Police Chief James Gabbard came before the Board <br />and reviewed the history of the 911 system. In 1982 he believed <br />both City and County recognized they had a severe problem with <br />emergency calls, and they got together on a joint venture. The <br />City of Vero Beach funded its own hardware for its original 911 <br />center located at the Police Department as did the Sheriff. At <br />that point the County Commission agreed to fund the monthly <br />service charges.
