Chairman Scurlock advised that the reason for the delay in <br />the renovation of the Utilities office is that the architect has <br />not gotten us back anything but line drawings and no more <br />demolition can take place. <br />Mr. Mattes reported that they called the architect again <br />just yesterday and can only get promises. <br />RESOLUTION AUTHORIZING IMPOSITION OF A COUNTYWIDE E911 TELEPHONE <br />FEE FOR RECURRING AND NON-RECURRING CHARGES <br />Administrator Balczun reviewed the following: <br />TO: Indian River County DATE: December 12, 1987 FILE: <br />Board of County Commissioners <br />SUBJECT: Resolution Authorizing <br />Imposition of a Countywide <br />E911 Telephone Fee for recurring <br />and Non-recurring Charges <br />FROM: Doug Wright,Director REFERENCES: Chapter 365.171, Florida <br />Emergency Management Services Statutes <br />DESCRIPTION AND CONDITIONS <br />Indian River County approved imposition of a .50 fee per line <br />per month up to a maximum of 25 exchange lines for non -re <br />curring charges related to the E-911 System on April 23, <br />198.6. The period authorized by Resolution number 86-22 was <br />eighteen (18) months. The eighteen consecutive month period <br />expires in December, 1987. <br />During the Legislative session of 1987, the Legislatdre en- <br />acted House Bill 522 which amended Section 365.171, Florida <br />Statutes, entitled "The Florida Emergency Telephone Act" <br />to permit the imposition of a "911" fee on all residential <br />and business telephone lines to pay for recurring and non- <br />recurring charges assessed to the county wide "911" emergency <br />telephone system. <br />The fee may not exceed $.50 per line per month up to a max - <br />mum of twenty-five (25) access lines per account. The fee <br />would be in effect for a period of nine (9) months (end of <br />fiscal year) from the effective date of the Resolution at <br />which time it will be reviewed by the Board of County Com- <br />missioners. The non-recurring portion of the $.50 cap would <br />be in effect for a period of eighteen months. The recurring <br />portion of the authorized cap would be a continuing assess- <br />ment reviewed annually by the Florida Division of Communi- <br />cations and The Indian River County Board of County Com- <br />missioners.
