E� 1987 <br />Boa 70 P,�Ia 460 <br />ALTERNATIVES AND ANALYSIS <br />A proposed E911 System Sumary of Expenses allowable by Section <br />365.171 amended, was submitted to the Florida Division of. - <br />Communications on December 8, 1987, and verbal approval <br />.given on December 9, 1987. <br />Southern Bell projects there will be 48,000 eligible lines <br />to be assessed this fee during fiscal year 1987/88. This <br />would generate revenue of approximately $155,500.00 for re- <br />curring charges (.36) and approximately $60,500.00 for non- <br />recurring charges (.14) over a nine (9) month period. Prior <br />to the end of fiscal year 1987/88 the fee would be reviewed <br />and adjusted as required. The non-recurring fee would be <br />collected for a period of eighteen months per the statute. <br />RECOMMENDATION <br />Staff recommends approval of the Resolution imposing the <br />recurring and non-recurring E911 system fees. This is a <br />small fee to pay for the level of service provided to the <br />populace assuring them of a timely response in an emergency <br />thereby protecting life and property on a 24 hour basis year <br />round. <br />The fees will be used to fund the two primary PSAP's in Indian <br />River County as well as to plan and continue to improve the <br />system enhancing public safety. <br />ON MOTION by Commissioner Bowman, SECONDED by Commis- <br />sioner Wheeler, the Board unanimously (4-0) adopted <br />Resolution 87-153 providing for the imposition of a <br />countywide E-911 Telephone Fee for both recurring and <br />non-recurring costs. <br />�--. RESOLUTION - 87-153 <br />A RESOLUTION OF THE INDIAN RIVER COUNTY BOARD OF <br />COUNTY COMMISSIONERS PROVIDING FOR THE ESTABLISHMENT <br />OF A COUNTYWIDE "911 TELEPHONE FEE TO PAY FOR RE- <br />CURRING AND NONRECURRING CHARGES; PROVIDING FOR SEVERA- <br />BILITY; PROVIDING FOR INCLUSION IN THE INDIAN RIVER <br />COUNTY ADMINISTRATIVE CODE; AND PROVIDING FOR AN EFFECTIVE <br />DATE. <br />WHEREAS, the <br />amended Section <br />Florida Emergency <br />of a "911" fee <br />lines; and <br />Legislature enacted House Bill 522 which <br />365.711, Florida Statutes, entitled "The <br />Telephone Act" to permit the imposition <br />in all residential and business telephone <br />80 <br />
