Chairman Scurlock felt the whole plan is inflated <br />dramatically because some of the projects listed in it are also <br />on the County's list of projects. He believed that the DOT was <br />taking credit for projects such as the northerly extension of <br />Indian River Boulevard, while the County gets to pay for it <br />through its impact fees. <br />Mr. Fowler emphasized that this plan is a starting place for <br />identifying the needs, and the reason they are here today is to <br />gain the input of the Commissioners, county staff, and public. <br />Attorney Vitunac asked if making SR -60 a 4 -lane toll road <br />across to Tampa was included in the plan, and Mr. Fowler stated <br />that the addition of 2 lanes to SR -60 from 1-95 to the Osceola <br />County line are included, but not as a toll road. <br />Chairman Scurlock asked if the widening of 17th Street from <br />AIA to U.S. #1 would involve tearing down homes in Rockridge, and <br />Mr. Fowler felt that would depend on the need to provide greater <br />capacity and the options to providing greater capacity. He <br />reiterated that they are here this morning to determine the needs <br />of the county, and if the county doesn't feel that the widening <br />of 17th Street on the west side of the bridge is needed, they <br />will remove that project from the plan. <br />Chairman Scurlock felt that perhaps they should be thinking <br />of providing another corridor and another access as opposed to <br />expanding an access. <br />Director Davis wished to know if a project that the County <br />is implementing is on the Strategic Transportation Plan, whether <br />it would enhance the County's chances of some joint participation <br />and maybe some local assistance on the project, and Mr. Fowler <br />stated that it certainly would. <br />Chairman Scurlock wanted to know where the funding was <br />coming from, and Mr. Fowler said that a project will be paid for <br />either through gas taxes, license tag fees, ad valorem taxes or <br />impact fees.
