JAN 5 1988 <br />BOOK 70 0 PACE 503 <br />Chairman Scurlock felt the problem is that what always goes <br />up to Tallahassee doesn't always come back down. He pointed out <br />that there are some legislators in Tallahassee who believe that <br />money should be left in local governments to build their own <br />roads. <br />Continuing to question the specific projects planned for <br />Indian River County, Chairman Scurlock asked why the improvements <br />for U.S. #1 down by Vista Royale are not included in the first <br />phase of the 20 -year plan since it looks as if the road will be <br />exceeding capacity shortly. <br />Mr. Fowler explained that it very well may be that it will <br />be moved to the first phase once they finish the corridor study <br />and have a better feel for what is needed on the U.S. #1 <br />corridor. <br />Chairman Scurlock felt the DOT should have sat down with <br />Director Davis and his staff when they developed the two segments. <br />of the needs plan. <br />Mr. Fowler admitted that while they did get input from the <br />County's engineering staff, the plan was done internally. <br />Chairman Scurlock felt that was the problem, because what <br />they have on the list makes no sense whatever, and Mr. Fowler <br />repeated that is the reason they are here today. If it is found <br />that a project needs a higher priority, they will switch it from <br />the second phase to the first phase. <br />Chairman Scurlock explained that he was just expressing his <br />frustration and did not mean to badger, but it seemed to him that <br />this needs list could have been better determined if the DOT had <br />consulted with the County's engineering staff. <br />Commissioner Bird wanted to see the U.S. #1 improvements <br />moved to a higher priority. <br />Chairman Scurlock asked if monies can be switched from <br />Aviation to Roads, and Mr. Fowler confirmed that they could be <br />switched. <br />34 <br />
