County Administrator <br />FROM: Gus Ambler, C.P.M <br />Purchasing Agent <br />FILE: <br />SUBJECT: IRC BID #389 - ONE NEW SELF- <br />PROPELLED VIBRATORY ROLLER - <br />SMOOTH DRUM <br />REFERENCES: <br />1. DESCRIPTION AND CONDITIONS <br />Bids were received Wednesday, January 6, 1988 at 2:00 p.m. for IRC <br />Bid #389 - One (1) New Self -Propelled Vibratory Roller --Smooth Drum <br />for Indian River County Road and Bridge Department. <br />22 Bid Proposals were sent out. 9 Bids were received, 6 of which were <br />"No" bids. <br />2. ALTERNATIVES AND ANALYSIS <br />The low bid, by Case'Power and Equipment for a Model 602, was for the <br />amount of $39,890.00. This meets minimum specifications as indicated <br />by the user Department. <br />State Contract has no equivalent model. <br />3. RECOMMENDATION AND FUNDING <br />Staff recommends that IRC #389 be awarded and that the purchase be <br />accomplished from Case Power and Equipment. <br />Budgetary approval has been sought for expenditure from Road and <br />Bridge Department, Account Number 111-214-541-66.43. <br />Staff requests authorization to order the vehicle. <br />Commissioner Eggert advised that her comment on all three <br />bids is that the memos on all of them state that "budgetary <br />approval has been sought for expenditure" rather than confirmed; <br />therefore, it would seem these items were not approved in our <br />budget last fall. <br />Asst. Administrator Mattes explained that staff is trying to <br />do several things; they are trying to clarify the procedures <br />under which Purchasing functions. Secondly,they are under some <br />pretty tough time constraints. At the time this memo was drafted, <br />they had submitted a requisition to Mr. Baird's office and had <br />not at that time had a response.
