REQUEST TO <br />REZONE 62 ACRES FROM A-1, <br />AGRICULTURAL DISTRICT TO <br />RS -3, SINGLE-FAMILY RES- <br />IDENTIAL DISTRICT <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of January 19, 1987. <br />DESCRIPTION & CONDITIONS <br />Sunshine Homes & Development, Inc., acting as agent for the <br />Luther family, has submitted a request to rezone approximately 62 <br />acres from A-1, Agricultural District (up to 1 unit/5 acres) to <br />RS -3, Single -Family Residential District (up to 3 units/acre). <br />Included within this acreage is a 7 acre lake; therefore, the <br />total acreage actually being rezoned is only 55 acres. The <br />subject property consists of three separate and contiguous <br />parcels of land located east of U.S. Highway #1 and north of 73rd <br />Street. <br />The applicant intends to utilize the property for a single-family <br />development. <br />On November 12, 1987, the Planning and Zoning Commission voted <br />7-0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of' the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The west 60% of the subject site currently contains three <br />single-family homes, and the east 40% of the property contains a <br />mosquito impoundment area, all being zoned A-1, Agricultural <br />District (up to 1 unit/5 acres). The property north is currently <br />undeveloped, used for groves, and contains a mosquito impoundment <br />area, zoned RS -3. The property south is used for groves, and <br />contains undeveloped land, all zoned RS -3; it also contains a <br />mosquito impoundment area zoned RS -1 (single -Family Residential <br />District (up to 1 unit/acre). The property west is currently <br />used for groves and zoned RS -3. To the east of the subject <br />property lies the Indian River. <br />Future Land Use Pattern <br />The Comprehensive Land Use Plan designates the west 60% of the <br />subject property as LD -1, Low -Density Residential District <br />(allowing up to 3 units/acre) and the east 40% up to the Indian <br />River as Environmentally Sensitive (allowing up to 1 unit/acre). <br />The lands north and south also have land designations of LD -1 and <br />Environmentally Sensitive. The land west of the subject property <br />is LD -1 with the Hobart Road Commercial Node further west along <br />U.S. 1. <br />34 <br />
