Even though the entire parcel, including the environmentally <br />sensitive portion, is included in this request, the ultimate <br />development of this property will be dictated by the underlying <br />land use designation. The rezoning of the entire parcel. will <br />permit continuity of the zoning district, and allow for the <br />possibility of a future PRD to be developed. <br />Even with a zoning designation of RS -3, the 25+ acres which have <br />been determined to be environmentally sensitive may only <br />be developed at one unit/acre. In addition, the 7 acre lake <br />lying within the property is excluded from density calculations. <br />However, there are approximately two acres of land which are <br />considered to be impacted environmentally sensitive land. <br />Contingent upon obtaining proper jurisdictional agency permits <br />and initiating mitigation, these two acres could be reclaimed as <br />uplands. <br />The total permissable density for the 30 acres considered uplands <br />would be 90 units. If the two acres of impacted environmentally <br />sensitive land could be reclaimed as uplands, an additional six <br />units could be developed on the upland portion. With a density <br />transfer through a PRD from the 25 acres of environmentally <br />sensitive land (23 acres if permits are issued for the impacted <br />two acres), then an additional 23-25 units could be constructed, <br />permitting a total development density of 115-119 units for the <br />entire parcel of land. This would translate into an overall <br />density of 1.8 to 1.9 units/acre. <br />Transportation System <br />The site will have access to 73rd Street which is currently <br />classified as a secondary collector on the County Thoroughfare <br />Plan. However, on October 27, 1987, the Board of County <br />Commissioners approved the transmittal of an amendment to the <br />Transportation Element of the comprehensive plan to the state for <br />review and comment. Included within this amendment was a request <br />to reclassify 73rd Street east of U.S. 1 from a secondary to a <br />subdivision collector. Final action on this amendment is <br />anticipated in February, 1988. <br />Environment <br />The subject property lies almost entirely within an area <br />determined to be within the 100 year flood plain, and is <br />therefore subject to occasional flooding. Any development on <br />this land will require additional engineering in order to meet <br />the County Stormwater and Flood Protection Ordinance. <br />As verified through an environmental survey, and field verifi- <br />cation by the environmental planning staff, approximately 25 <br />acres of the subject property is considered to be environmentally <br />sensitive. Any development which involves this sensitive portion <br />of the site will require review and compliance with the require- <br />ments of such agencies as the Army Corp. of Engineers, the DER, <br />DNR, and all local ordinances. <br />Utilities <br />The subject site is not currently serviced by public water or <br />wastewater systems. <br />RECOMMENDATION <br />Based on the analysis performed, and the recommendation of the <br />Planning and Zoning Commission, staff recommends that the <br />Board of County Commissioners approve this request. <br />JAN 1S 1988 <br />35 <br />BOOK 70 F,,v1595 <br />
